Judy Carter - February 27, 1955 - Age 8 - Murdered - Toronto

I have not been able to find anything about this little girl and am pretty sure I heard about her on this board but cannot find where she is. Does anyone have additional information or can remember who mentioned this or where?

Oh I found it - it is mentioned in the post about Patricia Lupton here
http://www.unsolvedcanada.ca/index.php/topic,728.0.html

I don't know if Judy Carter's murder is unsolved.

There are many victims across Canada through the decades who have been found on banks of rivers, creeks and such water bodies.

Seems to be popular with killers. I ahve noticed that trend in the USA by watching those cold case shows.

It's strange because Toronto had north america's only pedophile red light area which by the 70's was very well known. I'm not sure 100% on the details, I will look it up though. It was more or less shut down after 2 boys got murdered or something like that. Wonder if Toronto's red light zone attracted pedo's from all over?

The Rouge River is the rough boundary between Pickering and Toronto (the Scarborough area).  If you Google Pickering, and zoom into the west of Pickering you will see Glen Rouge Park and the Rouge Beach.  It is a well known in these parts.  (Just east of the Rouge you can see the 401, Kingston Rd, Port Union and Sheppard Rd all kind of diverge.

You can follow the path of the Rouge north past the Metro Zoo and to the east of Markham.

I wonder if what you are referring to is related to anunofficial red light district that was quite widespread in the 1970s (not pedophile, but hetero and gay adult businesses, from what I understand). However, it all was shut down after Emanual Jaques, a 12 year old shoe shine boy was killed in 1977. 3 people were convicted (see article below, bold is in regards to Emanual.) A good resource on the Toronto red light district, which covers Emanual's death, is:

Brock, Deborah, R. Making Work, Making Trouble: Prostitution as a Social Problem. (Toronto: University of Toronto Press, 1998).

George Hislop's phone number was always in the book.

And he paid a steep price for it.

There were the 3 a.m. phone calls, death threats, even a call from a man who had just murdered a 12-year-old boy.One night in 1977, Saul Betesh, one of three men convicted of murdering 12-year-old Emmanuel Jacques, took advantage of Hislop's open-telephone policy.

It could be related to those or the same area. But there was a known spot that pedophiles could pick out boys.

Judy went missing on February 25, 1955. But the news of her missing did not make the Toronto Star until February 28, 1955.
When the PDF opens, scroll down for part 2.

In the March 1, 1955 Toronto Star three people saw 'lost girl' on the King Street tram with a man. One woman wanted to intervene when she saw this little girl crying for her mother while held on a man's lap. The husband told her not to interfere. When open, scroll down for page two

The articles for March 2, 3 & 4 have a broken link, so when the Toronto Star tech fixes them I will post them here.

In these articles this is where we learn that Judy's 'father' is actually Judy's stepfather. And he received a ransom note. When open scroll down for page 2.

In this little blurb the Police ask children to keep an eye out for Judy when out playing.
