Why are many people unwilling to provide tips to police that could solve a murder?

This is about the Christine Harron case, a 15 year old girl from Hanover, Ontario, who disappeared while walking to school, back in 1993.

It is shocking how this case fell apart. I do think the police screwed up, on the other hand, I think it was very heavy handed for the judge to throw out ALL the evidence including the confessions before the screw up.
