Janitor pleads guilty to sexually assaulting 4 Montreal girls

BY PAUL CHERRY, MONTREAL GAZETTE APRIL 30, 2011

MONTREAL – A 52-year-old man has pleaded guilty to sexually assaulting four young girls while he worked as a janitor at an apartment building in Côte des Neiges.

Through a joint recommendation made at the Montreal courthouse Friday afternoon, Michael Allan Duncan was ordered by Quebec Court Judge Isabelle Rheault to undergo an evaluation to determine if he is either a dangerous or long-term offender. Duncan, originally from Kingston, Ont., has been convicted in five sex- related cases involving children since 1986.

Duncan pleaded guilty to sexually assaulting four girls while he was working as a janitor in an apartment building in Côte des Neiges. He lured the girls to an unoccupied apartment where he committed the crimes between September 2004 and June 2005.

He was working in the building under a fake identity, using the name Jack Armstrong, and he disappeared before the girls came forward to police. The Montreal police had the man’s fingerprints and DNA but were stumped because they didn’t know his true identity.

But Duncan was arrested late in 2007 in Ontario after a woman in Barrie found child pornography on his computer and called the police. Duncan had been living with the woman and her two young children and she feared for their safety after discovering what was on his computer. At the time, the Barrie police were already investigating Duncan in a child luring case that dated back to 2006.

Following the arrest in the child pornography case, police were able to match his fingerprints to evidence gathered by the Montreal police in their investigation of the sexual assaults. When he was sentenced in a child luring case in Toronto in 2009, a sample of his DNA was taken and that also provided a further match to evidence gathered in Montreal.
