He got the max, served the max, got out and immediately breached conditions follow familiar patterns and not obeying the rules.

Judge warns of rising 'degree of violence' in sentencing high-risk sex offender

CALGARY - A high-risk sex offender who breached a half-dozen conditions of a peace bond while absconding to Abbotsford, B.C., has been sentenced to 40 months in prison.

Provincial court Judge Gerald Meagher said on Tuesday the numerous breaches show Dean Robert Zimmerman, 44, "continues to be a high risk for violent recidivism and sexual recidivism."

Zimmerman admitted to not abiding by a curfew, not living at a designated Calgary residence, not reporting to his probation officer, possessing a knife, possessing a weapon dangerous to the public peace and possessing shoe laces

tied together that could be used as a ligature.

"The breaches of the reporting, residency and curfew conditions were serious breaches, because they were part of the framework of supervision to manage the offender's risk to the community," said Meagher. "His degree of violence appears to be escalating and he appears to be ambivalent to accepting responsibility for his offences and his victims."

Zimmerman signed the two-year peace bond on Sept. 29, the day before he was released after serving his entire six-year prison sentence for a violent sexual assault and forcible confinement, but left Calgary within two weeks.

He was arrested on Dec. 7 in Abbotsford, carrying a weapon and restraining devices in violation of a court order.

"These same items, a knife and restraining devices (shoelaces tied with slip knots), had been used on his most recent victim who had been repeatedly sexually asaulted over a period of approximately nine hours of confinement," said Meagher.

"For these offences Zimmerman served his full sentence, the National Parole Board refusing to grant him parole because of the danger or risk that he presented to the community."

Zimmerman also pleaded guilty to being in breach of his sex offender registry conditions and to fraud for withdrawing $200 from a bank account after earlier depositing an empty envelope.

Crown prosecutor Patricia Yelle had argued for the stiff senence, near the maximum, which Meagher imposed.

Defence lawyer Tonii Roulston sought a sentence of 12 to 15 months, less time served.

The judge gave Zimmerman six months credit for his time already spent on the charges, leaving him with 34 months to serve.

What? A tough judge in Calgary? Werid. Alberta is known for soft judges so this comes as a surprise.... it seems so Ontario or Manitoba to me.

I hope he gets 9 hrs confinement in restraints every day..... and the same treatment he dished out!  >:( >:( >:(

....and furthermore, each time one of these creeps crawls out from under a rock again, he should see his face splattered on every hydro pole, every coffee shop window, anywhere and everywhere!!! 

The biggest problem is that our "rotten" system seems to assure these jerks a lot of anonymity - which gives them the upper hand .... and enables them to move in on more victims under the radar.
