Search for Nevaeh uncovers child's body near River Raisin

Monroe -- Monroe County Sheriff's Department investigators on Thursday found a child's body west of Monroe that may be the body of the missing 5-year-old Nevaeh Buchanan.

Police cordoned off an area near the River Raisin around Dixon Road in the area of Ida-Maybee and Neiman roads.

Evidence experts were preparing late Thursday to examine a body that searchers discovered that had clothing similar to what Nevaeh was wearing when she disappeared from her Monroe home on May 24, a person familiar with the investigation said.

RAISINVILLE TOWNSHIP -- A body found today at the River Raisin in Raisinville Township has been confirmed as the missing 5-year-old Nevaeh Buchanan of Monroe.

Police officers have spoken to the family, and a relative has confirmed to The Monroe Evening News that the child found was Nevaeh.

"That baby was innocent," her grandmother, Sherry Buchanan, said. "I want capital punishment."

Law enforcement search teams have been staged today at the River Raisin near Ida-Maybee and Dixon Rds. in Raisinville Township.

N. Custer Rd. is blocked to traffic between Muehleisen and Yensch Rds. On the south side of the River Raisin, all traffic has been shut down on Dixon Rd. at Sullivan Rd. and Neiman Rd.

The news media have been ordered to stay at least two miles away from where the road blocks have been staged. News helicopters have been ordered to clear the air space.

Nevaeh has been missing since the night of May 24.

Evidence Collected At River May Lead To Killer

Investigators returned to the steep river's edge Friday to look for more evidence.

The FBI said some type of cement was found on top of the body, which appeared to be buried in a shallow grave.

"It's a little more sophisticated than just dumping a body," said Andrew Arena, the lead FBI Investigator in the case,.

A key piece of evidence collected at the site is a 90-pound bag of cement.

Only a few stores in the area sell 90-pound bags of cement. The Kuhlman Cement Company, which is located behind the home of the person of interest George Kennedy, sells 90-pound bags of cement.

Also, it appears that the fence outside the cement company was recently cut.

Doug Blause from the Monroe ACE Hardware said investigators asked him Friday if he sold 90-pound bags of cement, but his hardware store sells only 60-pound bags.

Investigators continue to look at surveillance images at other hardware stores in the area.

Investigators said they found a glove near the scene, but they have not said what importance it may have to the case.

The discovery site is about 7 miles from the Charlotte Arms Apartment, where Nevaeh's mother said she was outside playing with a friend when she disappeared.

Investigators are also hoping that the autopsy will give the child's time of death. They can then match calls made and alibis around the time of the child's death.

The discovery of the body believed to be Nevaeh should allow investigators to focus on finding the person responsible, Crutchfield said.

There have been no arrests in the case.

"That person to our knowledge is still out there in the community. In my opinion it is a very sick or disturbed person we're looking for -- a person that is able to abduct and murder an innocent 5-year-old child," said Crutchfield.

Two men, Kennedy and Roy Lee Smith, both convicted sex offenders, were named people of interest in the case.

Police said Kennedy and the girl's mother have been dating. However, Jennifer Buchanan, said they were just friends.

Kennedy, 39, is being held on suspicion of parole violation. According to his parole, he is not to date a woman who has a child under the age of 17.

Kennedy told the Toledo Blade in an interview from jail that he had nothing to do with Nevaeh's disappearance and when he found out she was missing; he went to look for her.

"I didn't take her and I definitely didn't kill her," he said.

Preliminary DNA results on blood from a knife collected from Kennedy's vehicle failed to match Nevaeh's blood.

Smith is the owner of Kennedy's car.

Both men remain in custody.

On a review of this case on NG, they said there was also a rubber glove found in the cement. They figure the killer used it to mix up the cement, because it is fast acting cement and he put gloves on so it wouldn't stick to his/her hands. They may be able to get fingerprints off of the glove, on the inside of the glove. This would be great if they could get that evidence. It is a miracle that she was found so quickly. If these men had not have been fishing there, she may likely would never be found. Hoping they get enough evidence with DNA to match up with the killer of this very beautiful child. That child should never have been in the care of her mother, especially when she was associating with sex offenders. I just cannot believe what these women will do to get a man. How could a mother do that to her child, it boggles my mind. Hope they find the killer of this child. ??? ??? ??? ??? ???

Family and friends say goodbye to Nevaeh Buchanan,

The story of 5 year old Nevaeh Buchanan has touched the lives of thousands. Today, the community says goodbye to the little girl. Visitation is open to the public and continues until 8 tonight and from noon until 8 tomorrow at Merkle funeral service in Monroe. Her funeral is Saturday at noon at the Stewart Road Christian ministries. Nevaeh will be buried at Saint Joseph cemetery following the service.

This mother was totally irresponsible in communicating at any level with a predator of children. There was not much chance of Navaeh not being in danger, because there were dangerous relatives around her as well as two known sex offenders of her mother's. When she was being interviewed, I found her very flat. I feel she should be charged and handcuffed at this point. Because I do believe that Mr. K. could be a suspect, even though he said he was not. I don't know if he's been completely cleared, if he had an alibi for that day. Well, he went looking for Navaeh, well there have been many who were guilty go looking for a child and  the same time they were the person that committed the crime. Another senseless tragedy of a little girl. What in the hell kind of monsters are these people. The death penalty should be sought for this case.  Something has to be done to keep the children safe. Tougher laws, the death penalty, and more people reporting when they feel a child is in danger. Everyone has to be aware of it to help the chidren. RIP Naveah and I hope and pray your killer will be caught and very soon. These animals never stop, they get very confident and will kill again. :'( :'( :'( :'(

I think the Police should throw the book at this Mother. Then the Judge can slam dunk her for being irresponsible, selfish and dumb. I really should not be saying that, because a mother lost her child, but it pisses me off when a child is needlessly killed due to actions of a parent who should have been protecting her only child. When a mother loves, really loves their children they do everything within their power to protect their children.

I also think they should be taking the mother in for questioning. They should lean on her to take a polygraph and get down to some honest answers. She zigzags around the questions and it just seems to me like she's lying. In the case of Tori, well the police might have told her mother to act like that, because they had Terri Lynn in custody. So we were not understanding what was going on and I guess she couldn't say too much, because they wanted to get information from the now accused. But in the case of NB, her mother was hanging out with sex offenders. There were a lot of people asleep at the switch and no one watching out for Nevaeh. The death penalty for sure should be handed down in all of these cases in the US. We don't have the DP hear, but sometimes I wish we had it, such in the case of Tori.  ??? ??? ??? ??? ??? ??? ??? ???

Person of interest in Nevaeh case left free despite actions

Monroe -- George Kennedy's parole officer urged corrections officials three times to send the convicted sex offender back to prison for violating the terms of his parole, but each time the officer's supervisors overruled the recommendations.

Kennedy, 39, who has been named by police as a person of interest in the murder of 5-year-old Nevaeh Buchanan, was released from prison in July 2007, after serving five years for having sex with a 15-year-old girl. Within three months of his release, he had violated the terms of his parole, said John Cordell, spokesman for the Michigan Department of Corrections.

"In September 2007, his (parole officer) violated him for consorting with other people who had felony records," Cordell said.

Instead of going back to prison, he was sent to the Ingham County Jail for 30 days, Cordell said. After his release, Kennedy was put on a GPS tether.

But within two months, Kennedy had violated the rules of his tether placement by not being at home during the time ordered. So he was sent to the Tuscola County "technical re-entry program" for 90 days, Cordell said. "That's a program that gives intense therapy to those who need a period of adjustment," Cordell said.

Kennedy's parole officer reported a third violation in December 2008, this time because he had a romantic relationship with a woman who had a criminal record and was the parent of a minor child -- both violations of his parole, Cordell said. Kennedy was again sent to the Tuscola program.

Cordell said proper action was taken by corrections officials.

"In two years, for a parole officer to ask that an offender be sent back to prison isn't out of the norm," he said. "It's the parole officer's job to report violations, and then it's the supervisor's job to determine if the violation was bad enough to warrant sending the offender back to prison.

"In this case, the supervisor obviously thought it better to send (Kennedy) back for more intense therapy."

Kennedy since has been arrested. He is incarcerated in the Charles Egeler Reception and Guidance Center in Jackson. Kennedy was returned to prison because of his friendship with Jennifer Buchanan, a convicted felon who had a minor child, Nevaeh, Cordell said.

Roy Lee Smith, a convicted rapist who also was arrested for a parole violation after being named a person of interest in the murder case, also was sent to the Egeler Center because he violated his parole by having a relationship with Jennifer Buchanan.

Prior to that, Smith's parole officer reported last year that he'd violated his parole when a drug test showed he'd been abusing narcotics, Cordell said.

"That's not a violation that would typically send you back to prison," he said.

Buchanan, who served 13 months in prison for a home invasion, also has consorted with convicted felons -- but she had served her entire sentence and thus was not on parole, Cordell said. He explained that offenders who have served their sentences do not have the restriction on contact with other felons.

Meanwhile, police continue to investigate convicted sex offenders in the area for possible clues.

According to neighbors, FBI agents have twice visited the Monroe home of Vernon Davis, a 33-year-old man who was convicted in May 2007 of having sex with a minor younger than 16. Davis served no prison time for the offense, records show.

The Michigan Sex Offender Registry reports that Davis' home address is an apartment complex on Bacon near downtown Monroe. But his neighbor, 24-year-old Katherine Taormina, said Davis is never there. She said FBI agents questioned her about Davis after Nevaeh was reported missing.

"They came by here twice," Taormina said. "They asked if I'd seen him. They told us they were trying to get information about where he was when the girl disappeared. I told them I know he's supposed to be living here, but he never comes here. He usually stays down in Toledo."

Also Monday, Wayne County Medical Examiner Carl Schmidt said he had not yet completed Nevaeh's autopsy. He added that any further information would have to come from the Monroe County Sheriff's Office. Sheriff's officials on Monday did not return telephone calls seeking comment.

Nevaeh's Killer

MONROE, Mich. (WJBK) - The Monroe County Sheriff's Department and the FBI are looking at 400 sex offenders in Monroe County. It's been nearly six weeks since Neveah Buchanan was first reported missing. Family members are still waiting for closure.

Neveah Buchanan's cousin is talking about the trauma left behind since her death. He and other family members are waiting on official autopsy results and the killer to be found.

"It's hard to think about, but we need the person or persons caught soon," said Shaun Lawson.

The first autopsy is set to be completed. Now, a second one is set to be used to confirm the exact cause of death. The FBI tells FOX 2 the results may not be released to the public immediately, fearing it could change someone's story.

With little, new information, the FBI has the following tip. "Don't engage in rumors. Don't spread rumors," said Robert Beckman. "If there's somebody that tells you something that you think... may be related to a fact, call the FBI and we'll follow up on it."

Beckman says the 400 registered sex offenders in Monroe County are being interviewed and their stories checked multiple times. The sex offenders are said to be cooperative.

"The people that we talked to were very cooperative with us and, in many cases, they themselves, the people who were on the sex offender list, were also concerned about the fate of Nevaeh Buchanan," Beckman said.

Whatever DNA is found from Nevaeh's body will be compared to samples taken from those sex offenders. Investigators are even taking fiber from people's carpets in the Charlotte Arms Apartments. They're calling for more tips and patience, saying it could be weeks longer for autopsy results to become available.

"Until then, we're stuck here silent. We still keep our eyes and ears open, wondering," Lawson said. Wondering when they'll find the person responsible for taking Nevaeh away from them.
