This freak killed a gal, and raped her friend. Now he wants out. Tammy Lee Thompson was stabbed and strangled, hancuffed while made to watch porn. Her friend survived. If this monster gets out,it would be catastrophic.I wonder if he killed more women? or Teens?

Man convicted in 1992 files petition to be eligible for early release

Convicted Calgary sex murderer Kelly Glenn Lackey has filed a so-called "faint hope" application in a bid to reduce the number of years he must serve before being eligible for parole.

Prominent criminal lawyer Alain Hepner filed documents in Court of Queen's Bench yesterday commencing the process he hopes will result in a hearing before a jury next year.

Under the Criminal Code, the case must first be reviewed by a judge to determine if there is any merit to Lackey's application, Hepner said.

"The attorney general will be advised of the filing and then a judge will be appointed to oversee case management," Hepner said.

"This is just notice to the attorney general that I'm having the parole ineligibility revisited."

Lackey, now 43, was convicted in April 1992 of the slaying of a 18-year-old Calgary woman and the rape of her 18-year-old friend.

The surviving woman's father told the Sun he hopes Lackey's chances are more than faint.

"I'd like to see him do his 25 years and more," said the dad, who can't be identified.

"I hope it's not successful. I hope he doesn't get another chance in two, or three years," he said.

The man said he was aware an application may be in the works and his daughter was prepared for it.

"My entire family knows about it, or had an idea," he said.

"She's okay," he said of his daughter.

"She'll manage quite nicely."

Lackey lured his victims to his parents' Whitehorn home the evening of Aug. 6, 1990, after meeting them in a nearby park.

There, he stabbed and strangled Tammy Lee Thompson after handcuffing her and making her look at pornography.

He also tried to strangle her friend after he'd raped her, but because he was facing her, couldn't do it, said then-homicide Det. George Bushell.

"He couldn't look her in the eye and kill her," the now-retired officer said following Lackey's trial.

Lackey was convicted by a jury of first-degree murder in Thompson's killing and handed an automatic life sentence without parole for at least 25 years.

But under the faint-hope provisions, a murderer whose parole ineligibility is set at more than 15 years can apply to have a jury review their detention.

The case is set to be in court on Dec. 12.

These scum bags should not even get this chance. It is too stressful on the victims and they should not evn be considered for release.
