Why are many people unwilling to provide tips to police that could solve a murder?

Farwest jackets ? She was found in a hotel room at the colony...was it paved in 1990?

I am also wondering about the progress if any that has come in the last 20 years. Wow, has it really been that long...Cold case? I am curious to know if you knew of anyone she was seeing-aside from work? I lived with kimmy (as runaways) just before she went onto the streets of Vic. I want to know if DNA was taken, and if she could possibly of known her KILLER.
