What is unnerving about this missing girl is a young woman's body
was found torched on the next evening after Kimberly was reported missing.

RCMP are asking for the public’s help in solving a brutal homicide, after a young woman’s badly burned body was found Friday in a wooded area next to the Galloping Goose Trail along the Langford-Colwood border.

The fact that the body was torched has made it difficult for police to identify the woman or determine her age, RCMP Island district spokesman Cpl. Darren Lagan said Sunday. Nothing at the scene was found that would help identify her, he said.

Investigators are using forensic examination and analyzing the 29 missing-persons cases in the southern Vancouver Island area, he said.

Police found evidence that a fire had burned where the body was found on a wooded embankment next to Millstream Creek. However, it’s not clear how the woman died.

The woman’s body was discovered Friday around 7:50 p.m. by a pedestrian walking over the bridge on a section of the trail between Atkins Avenue and Wale Road. Her body was lifted out of the creek Saturday evening and the well-traversed trail was reopened.

The person responsible for the crime is still at large, Lagan said, and he is warning joggers and cyclists — especially girls and women — to be extremely cautious while using the trail.

“We can’t say with certainty that there isn’t a risk [to the public],” Lagan said.

Police are trying to determine when the crime occurred and are asking anyone who was in the area Thursday or Friday to contact them.

“Did you see, hear or smell anything unusual in the area? If so, we need to hear from you as soon as possible,” Lagan said.

A second body — this time that of a middle-age man — was found at 9 a.m. Sunday morning off the trail that runs through Colquitz River Park, near Interurban Road in Saanich. But police have ruled out foul play in that case and said there are no links to the Colwood homicide.

The man’s name was not released and police have turned the investigation over to B.C. Coroners Service to determine the cause of death. Police have not said whether it was a suicide.

Back along the Langford-Colwood border, an RCMP dive team scoured Millstream Creek’s rushing waters under the Galloping Goose Sunday morning. They were looking for a weapon or other evidence that might point to how the body ended up there.

Almost everyone who crossed the bridge Sunday morning was asked by police to identify themselves. Passersby were asked questions about their most recent visits to the scene and whether they had heard or seen anything suspicious in the last few days.

Dozens of investigators from the Vancouver Island Integrated Major Crime Unit, West Shore RCMP, the RCMP Forensic Identification Unit and the B.C. Coroners Service are working the file, trying to piece together what happened. Police expected to clear the scene by Sunday night.

Residents of a subdivision that backs onto the Galloping Goose Trail near where the body was found expressed shock.

“I’m very upset about it. It’s very sad,” said Lynn Tedford, who lives on Loiacono Place, in a subdivision recently built by Pacifica Housing.

Police asked neighbours where they were Wednesday and Thursday nights and whether they had heard or smelled anything unusual, Tedford said. Most said they hadn’t noticed anything.

Jenny Gingras, who lives on the street, said investigators were asking how often youth gather under the bridge.

She said that on most weekend nights, teens are down there drinking and partying — which might be why loud noises or shouting might not seem out of the ordinary to residents.

Under the bridge, the support structures and an old pipeline are covered in graffiti. The area is littered with debris.

Police have not said how long the body had been there before it was found, but Gingras said that portion of the trail tends to be very busy with joggers and cyclists.

“I don’t see it [the woman’s body] being there very long,” she said.

Russell Kennedy said police asked him whether he had heard cries for help. He said he’s often up late and goes outside frequently to smoke, but didn’t hear anything the last few nights.

“If somebody was to scream, I’d hear it,” he said. “You don’t take this lightly, it’s right out our front door.”

On March 20, 2007 — almost exactly three years ago — a woman’s body was discovered face-down in Millstream Creek under the bridge, an apparent suicide.

Area residents remember the incident well but say the fact that violence was involved in the latest death worries them more.

“It’s a park and we’re going to lose it if this keeps happening,” Tedford said.

Alex Carey, a father with young kids, said the incident concerns him but doesn’t make the neighbourhood any less safe.

“I’m not going to let something like this change my lifestyle,” he said.

The B.C. Coroners Service will conduct an autopsy Monday, which police are hoping will reveal the woman’s identity.

This is a tragic situation. I mean they should be cleaning up that park, it is not going to get any better. The more you let the youth take over these places, the worse it will get. When they can't get away with it, they will move on. And if these people think they are safe and are going to go about their lives the same way, well maybe that is not such a good idea, because you could be the next victim. If they need money for drugs or to party, they will do it. They will go into your own home when you are sleeping, car in the yard or not. So if Kimberly is missing, is this who they feel this charred remains is. As the person has not been identified as yet. ??? ??? ??? ???

The police have warned people not to walk alone on that walking trail. Kimberly's father indicated that she would never stay away from home. And if that is Kimberly, this is a horrific crime against her. Usually the body would be burned because of very telling forensic evidence on the body. I believe there is some thread that indicates an MO such as this, women being murdered and their bodies being burned. I do not know if it is on this site or not, but I have previously seen something on that. Hoping they find who did this horrible crime. I pray for the family of whoever this young woman is that was murdered. :'( :'( :'( :'(

Late last evening, the BC Coroners Service confirmed the identity of the homicide victim, who's remains were found last Friday evening, off the Galloping Goose Trail near Atkins Road, and Wale Road.

Kimberly Proctor, 18 years of age, from Langford, BC, has been identified. Late last night, officers and Victim Service staff with the Westshore RCMP Detachment notified Kimberly's family. We extend our deepest sympathies to Kimberly's family and friends.

The family has requested that the media respect their privacy at this time.

Investigators worked through the night, and will continue to do so, in an effort to identify the person, or persons responsible for Kimberly's death. Investigators anticipate releasing further information publicly, later today, in support of their investigation.

If you have any information, no matter how small or insignificant it may seem, police urge you to call the Westshore Detachment at 250-474-2264, or Crimestoppers at 1-800-222-TIPS (8477).

Thanks for posting that update solvy. I was hoping that this would not be the outcome in Kimberly's disappearance. Even then we would have had another family that had lost a family member. Very sad outcome for all concerned.

I had a sick feeling that was the case.  It was far too coincidental that a body turned up so closely the following day.  The RCMP's press release yesterday was fairly telling as well.  Her facebook page mentioned a "psycho" she was involved with around a month ago that she only knew online and that she broke up with because he had anger control issues: prime suspect #1.

Realist, I'm glad they have a suspect in this case. It is so sad that Kimberly was not safe from this person. But most young women do not realize the dangers of angry jealous men. I would be willing to bet at this time that Kimberly agreed to meet him to talk over his anger issues and he had all these plans on what he would do to her. Once and individual separates herself or himself from persons they are afraid of, stay away and do not plan at any time on being alone with that person. But it just seems that the younger a person is, the more trusting they are and feel that the anger issues will change. But in most cases those anger issues do not change, it is a form of control over someone else. I send my prayers to the family and friends of Kimberly. And I do hope that justice will be done in this case and that it won't take a longer period of time to get this case before the courts.  :'( :'( :'( ??? ??? ???

I should make it patently clear that I have no idea if the police have a suspect in mind and their public statements have said the opposite.  That was just a musing of mine that seems to be supported now by comments from friends and family of the victim.

This is what I was reading and I took it that is what was meant. that she had been involved witih someone with anger management and so I would say it is not Capeheart that has it wrong, but Realist. Sorry, but I am reading the quote as it was.

LANGFORD, B.C. -- The brutal murder of a 18-year-old woman from the Victoria suburb of Langford was a targeted killing, Westshore RCMP said on Thursday.

Kimberly Proctor's charred body was found near the Galloping Goose Trail on March 19, less than 36 hours after she was last seen at a bus interchange.

Cpl. Darren Lagan said police have identified multiple suspects in the slaying, but no arrests had been made.

"There is a large difference between being a suspect and being arrestable and being able to prosecute somebody in the courts," he said at a morning news conference. "We are still at that in-between phase."

On Wednesday night, investigators searched a Langford residence, RCMP said in a news release.

The grisly discovery of the teen's body so close to the popular walking and cycling trail raised safety concerns in the community.

"To this end, investigators are taking the unusual step of informing the public that they have identified suspects they believe are responsible for Kimberly's murder," Cpl. Lagan said in a the news release.

"Based on their knowledge of the suspects, investigators are confident that Kimberly's murder was not a random crime."

This is such a tragedy for the family, a young woman like Kimberly being murdered in her own community. Victoria is such a beautiful place to live and I know most of the areas and am just so shocked that this could happen in such a beautiful place. What is wrong with someone that they would want to hurt someone so young. This is outrageous and something has to be done to open the eyes of the young people today. Violence is not the answer and I hope the people who committed this crime are convicted and given the maximum penalty in Canada.  ??? ??? ??? ??? ???

I feel the police will definitely get the person or persons who murdered Kimberly. There is some really sick individuals who committed this crime. Anyone who knows who did this to Kimberly, should come forward. When young people should be having a good time and going to proms and movies, they are committing very violent crimes. Something has to be done to warn teenagers of the violence that awaits, if they put too much personal information about themselves on line. My sympathy goes out to Kimberly's parents and her friends and extended family members. :'( :'( :'( :'(

Victoria teen homicide probe yields suspects

Police in Victoria say they have identified suspects in the death of Kimberly Proctor, and are calling on those who know the suspects to help solve the crime.

The burned body of the Langford teenager was found in a wooded area near the Galloping Goose Trail west of Victoria on March 19, about a day after she was last seen getting off a public bus.

On Thursday morning police announced they have identified suspects they believe are responsible for Kimberly's death. But they did not release the names of the suspects or the number of people involved.

Investigators also executed a search warrant at a residence located in the 3200 block of Happy Valley Road, in Langford, B.C., shortly before 8 p.m. Wednesday, they said.

Based on their knowledge of the suspects, investigators said they are confident that Kimberly's homicide was not a random crime.

The investigators are calling on the public to step forward with additional information to advance the investigation.

"Our team believes there are individuals in the community who know our suspects, and know what happened to Kimberly. They know who they are, and now is the time to support our team, and help solve Kimberly's brutal murder," said Cpl. Darren Lagan, the spokesman for the investigative team.

The police said they remain in frequent contact with Kimberly's parents, sharing what information they can. Kimberly's parents remain supportive of the investigation, and continue their request for privacy, said police.

"We are sharing this limited information on our progress in identifying suspects, in hopes of providing the community with some answers to the many questions and fears they have surrounding Kimberly's murder," said Lagan.

VANCOUVER (CBC) - Police say two teenagers have been arrested in the death of a Victoria teen whose badly burned body was found on a hiking trail in March.

Kimberly Proctor, 18, was found dead March 19 near the Galloping Goose Trail in suburban Langford, on Vancouver Island.

Two male teenagers from Langford were arrested Friday afternoon, police said. One is 16 and the other 18, although the latter suspect was only 17 when Proctor was found.

"In the three months since the discovery of Kimberly's burned body near the Galloping Goose Trail, a team of committed and focused officers have put in over 20,000 investigational hours, been assigned over 6,000 tasks for follow up and conducted over 250 formal interviews," said Cpl. Darren Lagan, the spokesperson for the Vancouver Island RCMP.

"Those efforts guided investigators to discover evidence leading to the identification and arrest of these two suspects, both of whom remain in our custody."

Police asked anyone with information who has not yet spoken to them to call the Westshore RCMP at 250-474-2264.

In a video statement posted on the RCMP's website, Proctor's parents say she will be missed.

"This has left a huge void in our lives. We'll never know what she could have become or would have been, or what future we would have had with her," said her father, Fred Proctor.

"She was looking forward to graduating and growing up, so to speak, and she was looking forward to making her prom dress with her grandma."

He described his daughter as "a great kid with a big heart."

She was "gentle to a fault, always the peacemaker and the problem-solver amongst her friends," he said. "Words cannot describe what we've been going through."

Fred Proctor extended thanks to friends, family and the community for their support through such a difficult time. He asked the media to respect the family's privacy as they continue to grieve.

Kimberly's mother, Lucia Proctor, sits beside her husband in the video, saying little.

"All we can hope for now is for justice to be done for Kimberly," she said.

20,000 hours and 6,000 tasks. So much effort. For that, we say thank you. That is quite a commitment. Dedication is impressive. And, the family is so gracious in their grief thanking others. I sincerely hope the healing can begin for this family. And, peace from Kimberly. I hope we ca learn why teens thought this was an option. How we can keep others from thinking the same way.

At the link found at the end of this article are quite a few pictures and video's. There are pictures of the teen's but their faces have been smudged out, or the picture's are taken from the shoulders down, due to The Young Offender's Law.

Three months after Kimberly Proctor’s badly burned body was found by the edge of a creek, two Langford teens have been charged with the 18-year-old’s murder.

The males, ages 16 and 18, have been charged with first-degree murder, sexual assault, forcible confinement and indignity to human remains.

In a news conference Saturday morning, a visibly upset Cpl. Darren Lagan, spokesman for Island district RCMP, said the murder is the worst he’s seen in a decade on the force.

“Investigators have used the words ‘horrendous,’ ‘disturbing,’ ” Lagan said.

The RCMP remain tight-lipped on any details that might identify the two. They were both under the age of 18 at the time of the murder and their identities are protected under the Youth Criminal Justice Act.

However, Lagan did say that Proctor was familiar with her killers.

“This was not a random act. Kimberly, for whatever reason... was the intended victim.”

Proctor was last seen at a bus stop the morning of March 18. Her badly burned body was found the next day on a rock ledge next to Millstream Creek, beneath a bridge on the Galloping Goose Trail. It took police three days to identify her remains.

Both the investigation and media coverage of the murder ranged well beyond B.C., even reaching television news south of the border because of the role social networking sites played in revealing personal information about Proctor and fueling speculation about her murder.

Comments Proctor made on her profile on vampirefreaks.com — a website dedicated to the goth subculture that has been connected with the Dawson College shooting in Montreal in 2006 — fueled speculation that Proctor’s death was related to bullying.

Lagan, though, said while Proctor had been bullied in the past, there was no indication that it was an important factor in her death. He also warned against singling out any one aspect of the teen’s life.

“This could have been anyone’s daughter,” he said. “Her family deserves Kimberly to be seen as who she was and vampirefreaks.com is not a true representation of who she was.”

West Shore RCMP inspector Mark Fisher added that there was no way the family could have avoided the tragedy.

“Kim walked into this unknowingly and she didn’t deserve this.”

Friends and family have described Proctor as a typical teen who raised dozens of animals and was sewing her prom dress with her grandmother.

While Proctor’s family is asking for privacy, her parents released a videotaped statement Saturday morning.

Clutching his wife’s hand, Fred Proctor’s choked back tears as he tried to explain what the tragedy meant.

“Our home is quiet now,” he said. “This has left a huge void in our lives. We’ll never know what she could have become or would have been or what future we would have had with her.”

Discovery of the teen’s body kicked off a massive investigation. A core of 40 RCMP investigators and additional officers from other forces logged 20,000 hours trying to determine who was responsible.

While some investigators will continue to work on the case, Lagan said police expect no further arrests.

“Our investigators are confident they have arrested the individuals responsible for Kimberly’s homicide,” Lagan said.

That will come as some comfort for Proctor’s mother, Lucia, who remained silent through most of the videotaped statement, but managed just one thought.

“All we can hope for now is for justice to be done for Kimberly.”

The accused have been remanded into custody and are expected to appear in Victoria Youth Court Monday morning.

The Grade 12 student’s murder shocked the small community and sparked a flurry of online rumours and web postings, some of which investigators said were untrue and hampering their investigation.

On Saturday, RCMP Insp. Mark Fisher announced that two male teens, aged 16 and 18, were arrested without incident on Friday and charged with first-degree murder. The teens, who cannot be identified because both were under 18 at the time of Proctor’s killing, are also charged with forcible confinement, sexual assault and indignity to human remains.

“Crimes such as these thankfully do not happen very often, but when they do they have a devastating effect on the community,” Fisher told reporters in Victoria.

“It is my hope that the young women in the community, their parents and the citizens who use the Galloping Goose trail can now rest easy.”

Fisher did not say what investigators believed motivated the killing, but he stressed it wasn’t a random attack and described it as “premeditated.”

The teenage suspects are expected to make their first court appearances this morning in Victoria.

Last month, the RCMP announced they had identified suspects in the case after executing a search warrant at a home in Langford near the Galloping Goose tail.

In March, police searched a lake near the trail but did not say what they were looking for or what they may have found.

Fisher said the extensive investigation required “specialized investigative techniques,” and the mayors of Colwood and Langford were asked for extra money to cover those costs.

Proctor’s parents recorded a tearful video statement, describing what father Fred Proctor called the “hell” they’ve been living through since their daughter’s death.

The teen’s father described his daughter as a homebody who spent much of her time listening to music, chatting with friends on the computer and playing with the many pets she had kept over the years.

“Our home is quiet now,” Fred Proctor said in the video, released Saturday by the RCMP.

“This has left a huge void in our lives and we’ll never know what she could have become or would have been or what future we would have had with her. . . . Words cannot describe what we’ve been going through”

Proctor was last seen getting off a bus in Langford in the morning of March 18, the day before her body was discovered. She was reported missing after she didn’t show up for a babysitting job that night.

The two teens plead guilty, Crown Prosecutor Peter Juk read the agreed statement of facts. But the two suspects will not appear in court until March 28. Does anyone know why so long?  Kimberly's body was found on March 19. It will nearly be one year, even though the teens were arrested nearly three months after the body was found.

Are they waiting for them to turn adult age so that if they are given adult sentences it will seem more pulpable?  Is there something within the law that I'm not getting?

Also, this is the first time fI heard that they had lured her into one of their homes, sexually assaulted her, then killed her, took her body to the park and then tried to burn the body.  Where do 17 and 18-year-olds learn this? How in the world are we growing kids that just because they want to have sex they take it, kill, and perform indignities to the body?  WTH is going on.

my girls went to school with these boys.........
my oldest daughter had talked with KIM when KIM reached out to her in confusion about why she kept attracting "PSYCHOS"........

what makes me really angry/sad is that OTHER kids KNEW these boys had committed this heinous crime......and they said nothing?

the Courts are pretty backed up here.....
they can sentence the boys as adults regardless of their age.......if the Court decides to accept the Crowns submission that the boys be charged as adults

one piece of information that was incorrect is that the 18 year old was reported as NOT having an active facebook account, which is untrue, he did have a facebook account and many people were posting on it protesting his innocence.......

freespirit, you have every right to be sickened by what happened to Kimberly. Everyone should be. The day boys lure girls to their homes for sexual gratification, then feel they have to kill them, and burn them, is a very sad day in the world today. A huge sign that some moral fiber has broken down and must be addressed. I sure hope the community is banning together to get the message out to other teens that this is not to be tolerated. And, to try to figure out why teens within the community thought of doing this in the first place. It sounds like they should also be trying to figure out why the community did not come forward if they knew who had committed the crimes and take care of that problem as well.

I'm glad your daughter is safe. Absolutely no family should experience such a tragedy within their own home or within their community.

If they are sentenced as youth, their names will remain protected by a publication ban, and they will not be listed on the sexual offenders registration. Juk said regardless of how they are sentenced, he plans to push for DNA orders and weapons prohibition for both teens.

Defense lawyers said they’ve reviewed secondary psychological and psychiatric assessments for their clients and compared those results to the court-ordered assessments.

Robert Jones is representing the younger accused, who has admitted to instigating the crime, which he had fantasized about from a young age. Jones said the secondary reports were in line with the initial findings.

“There is nothing that would allow me to challenge the court opinion,” Jones said. “I have no need for cross-examination (of the court experts).”

However, Steven Kelliher, who is representing older teen, took issue with his client being diagnosed a “sexual sadist,” which refers to somebody who gets sexual excitement from inflicting pain on another person.

“It’s unsupported by the evidence,” Kelliher said, advising the judge he’d need one day to cross-examine the psychologist who made the diagnoses.

Juk said he’d need three-and-a-half days to present the Crown’s evidence.

All parties agreed that a two-week sentencing hearing beginning March 28 remained appropriate.

If the teens are to be sentenced as adults, a three week adjournment will be required after that hearing for the probation authority to prepare a report with recommendations on whether the teens should serve time in a youth correctional facility or a federal prison. Then a placement hearing would be held.

Both teens will be required to be in B.C. Supreme Court in Victoria for their sentencing hearing in person, rather than by video conference.

They’ve been incarcerated since their arrests on June 18, 2010, and no bail has been sought to secure their release.

The boys, who were 16 and 18 at the time of the murder, pleaded guilty last year to killing Kimberly Proctor, burning her body before dumping it on a rural trail near Colwood. The pair was charged with first-degree murder, forcible confinement, sexual assault and indignity to human remains in her death.

Text messages between the co-accused revealed that they had carefully planned the abduction and murder of Proctor.

Both boys had also been involved in joint rape fantasies for at least a year before the murder, according to a psychiatric report presented in the courtroom.

On March 18, after declining the boys' advances, Proctor was lured to a home of one of the boys where her hands and ankles were duct taped. They stuffed a sock in her mouth and sexually assaulted her for hours.

A knife was used to mutilate her body and she eventually died. An autopsy revealed she couldn't breathe because of the tape over her mouth.

Kimberly's parents and relatives sat in the front row of the courtroom as they heard that the boys both had sex with her after she was dead.

Her mother and father cried when they heard how Kimberly begged not to be hurt, and told her killers that she was sorry.

Crown prosecutors also revealed how the boys discussed using a funnel to pour Drano – a chemical drain cleaner – into Proctor's body.

Her body was placed in a freezer in the garage. The next day the teens carried her body in a duffel bag on a public bus to the Galloping Goose Trail, where they lit her on fire.

The teen's charred body was found near a bridge on the trail.

In online chats, the boys admitted to a friend that they had picked Proctor because she was an easy target.

The father of one of the teens is in jail for the brutal murder of a teen girl under similar circumstances.

Because the son is a young offender, neither he nor his father can be named, but the two killings were strikingly similar. Both girls were lured, beaten, bound, sexually assaulted, choked and killed.

In court last year, the boy said he had dreamed about killing someone since he was young, but offered no other reason for the murder.

Neither boys looked at the audience during Monday's proceedings – both stared straight ahead and only looked at the judge.

Punishment

The two-week sentencing hearing will determine if the young men will be sentenced as youth or adults.

A youth sentence for the teens would mean a minimum jail term of 10 years without parole. This jumps to life with 25 years without parole as an adult.

Crown prosecutor Peter Juk told the court that imposing adult sentences is the only way the pair would be held properly accountable for Proctor's brutal slaying.

In court, Crown lawyers played taped conversations between the boys as they were being taken to their first court appearance just three days after their arrest – and after two full days of police interrogation.

Juk said the casual banter between them proved they were "hardly affected" by the crime and "held their own."

Juk also contends the boys each changed their stories as the court date approached – accusing the other of the most horrific and disturbing acts.

A 40-person team from Vancouver Island RCMP clocked more than 20,000 hours during its investigation into Proctor's death, and conducted more than 250 formal interviews.

The details of Proctor's murder were so repulsive and appalling – some officers who worked the case have gone into counselling.

Truly disturbing.  I can't even find the words to describe how I feel about these monsters.    A day hasn't gone by that I haven't thought about Kimberly and I don't even know her.  My prayers go out to her family I can't imagine what they are going through.  Please know that we are all praying that justice is served.

It is difficult to express the disgust I feel for these two murderers. Described as "boys", more like monsters. An innocent young girl, abducted, beaten, brutalized, raped, horrifically murdered, and her remains treated as garbage. Legal arguments debated  to sentence as adults or youths.  This crime goes way beyond what many would think of as a youth crime. Sentenced as adults, they may be eligible to apply for a parole release in ten years. I state that this type of crime, premeditated, planned and carried out with deliberation requires the most severe penalty.  I am speaking of a return to the death penalty. Define the parameters the public would support for this penalty, and impose it for all crimes which are included within those parameters. The only mitigating circumstance I see in this case, is the age of the perpetrators.  This is an appropriate and permanent response to those people who carry out such terrible acts. I can only imagine the desolation and loss her family feels.  My heart goes out to them.

If they are sentenced as youths, they will receive a 10-year sentence, consisting of a maximum of six years in custody and the remaining four to be served in the community under conditional supervision. If they are sentenced as adults, they will receive a mandatory life sentence, with no possibility of parole for 10 years. Court-ordered psychiatric and psychological reports on the teens -who were 16 and 17 at the time of the murder -show they are at a high risk to reoffend violently and sexually for up to 40 years. The reports say there is little chance of rehabilitation.

Me too.  I think about Kimberly everyday and I don't even know her.  This murder has really affected a lot of people in a big way, such a senseless act.  I'm just appalled.

psychopaths and narcissists are not necessarily created, but rather BORN...
it could happen to many people in many situations that their child become one of them....
I think the focus needs to remain on the 'boys'....
kruse's mom has suffered not once but twice...
she moved away to escape what her ex had done, only to have her life in this city destroyed...
she suffered at the hands of her ex and her son...and now she has lost her home and her community
I don't feel it is fair to JUDGE the parents of these boys without knowing the circumstances of the inner workings of their families...
many serial killers come from sane two parent families.....

MY heart breaks for KIM'S family, my daughters went to school with her

That may be so. She was a single mom and I can relate to that. But where are the controls?  These boys were bad kids. Especially Wellwood.  He has assaulted his mother before.  Yet his mom would leave him alone at home over night?  If my child was out of control like that I would not leave my child home alone with free reign.  These boys were also looking up necro porn online.  Was the mother even looking at internet history?  I know there is a fine line between snooping on your children and watching out for them. But when you have a child that has a pattern of this bad behavior you should be keep them on an even tighter leash.  There is the nature vs nuture theory which has proven children with criminal parents adopted by good families still having issues. I don't believe in a "killer gene" but I go believe parents temperments do come into play with children.  I don't think the mother thought her son was capable of murder but I do believe there were plenty of signs that there was trouble.  This boy obviously got away with trouble in the past.

Kruse was abusive to his mom absolutely and as someone who has experienced abuse in her life...it is so hard to SEE when you are in it....
it is exhausting and isolating.......you continually walk on eggshells hoping, praying, begging people to SEE to help...and are often left alone...
I am not excusing the parents of these boys, but again, WE do NOT know what they have gone through
We don't know if they have been begging for help and not getting it...both narcissism and psychopathy are hard to diagnose and virtually impossible to treat....
I feel for these parents....they will have to live with the sins of their sons forever...and YES probably the SELF doubt and the wondering IF they could have prevented this beautiful girls murder....

this is just a horrible nightmare situation ALL around....
not one that happens in this peaceful small city.........

The family of a murdered Victoria-area teenager has proposed seven changes to the Youth Criminal Justice Act as they call on the federal and B.C. governments to protect society from dangerous youths.
 
Kimberly Proctor's parents, grandparents and brother told a news conference Thursday that they've sent letters to Prime Minister Stephen Harper and B.C. Premier Christy Clark outlining the changes.
 
Kimberly’s father, Fred Proctor, said Ottawa needs to toughen penalties for young offenders raised to adult court.
 
He said he wants truth in sentencing so that youth who are sentenced as adults receive full adult sentences.
 
Proctor said the family is still reeling that the two teens who raped, tortured and murdered his 18-year-old daughter in March 2010 are eligible for parole in 10 years as opposed to the adult sentence of life with parole eligibility after 25 years.
Kimberly Proctor was a student at Pacific Secondary School who briefly dated one of the teens who has admitted to killing her.
"We were led to believe they were going to be sentenced as adults," he said. "This is a farce. It's ridiculous."
 
"Is the rest of the country aware of this? It's a farce. Does that mean in seven years' time we're going to have to go through a parole hearing and get dragged through all this garbage again?"
 
The Proctor family is calling the proposed changes Kimberly's Law.
 
Kruse Wellwood, 17, and Cameron Moffat, 18, eventually pleaded guilty to the first-degree murder of Proctor, whom they admitted they lured to Wellwood's house, then raped, tortured and suffocated before setting fire to her remains.
 
The pair were sentenced to life in prison with no chance of parole for at least 10 years.

Landolt is offended that the legal system is focused on Moffat and rehabilitation, not on the severity of the crime.

This makes  much sense, and I hope that common sense will finally prevail.

Youth can be exceptionally cruel in their crimes - that can be very shocking.
Yes, the parents should hold some responsibility, unless they can prove that they have made many attempts at getting their child help in the past.

A small portion of troubled youth, unfortunately cannot be rehabilitated, for various reasons, in spite of all interventions.  At least, that is my belief.

I wish every success to the Proctor Family - who in the end are doing a great service to all Canadian families.

I thought I would add this news to Kim's thread. Murderer Kruse Wellwood's father Robert Raymond Dezwaas recently went missing from a B.C. minimum security prison. He has been recaptured. Hopefully he will never be granted parole, and hopefully he didn't get to kill anyone while he was missing.

A Kelowna, B.C., man serving a life sentence for strangling a teenage girl to death 16 years ago has been recaptured after being reported missing from the minimum security unit at a prison in Mission, B.C.

Correctional Service Canada said RCMP from the nearby Agassiz detachment apprehended Dezwaan at around 11:15 a.m. PT Saturday morning.

CSC said Dezwaan had been "unlawfully at large" since April 14, and it will be investigating the circumstances that led to the incident.

Late Friday, Correctional Service Canada announced Dezwaan had not been accounted for at the Mission Institution as of that afternoon.

In 2003, Dezwaan pleaded guilty to second-degree murder in the death of 16-year-old Cherish Oppenheim of Merritt, two years after choking her to death and leaving her body in the woods.

Dezwaan was sentenced to life in prison, with no opportunity for parole for 15 years. His son, Kruse Wellwood, was one of two people found guilty of first-degree murder of Kimberly Proctor, an 18-year-old from Victoria, in March 2010.

Does this support the theory that "criminal minds" can be genetic?
It isn't one that I would support, but it does make one stop and think.

I once read a true story, written by a Dr. who had a young patient, who was impossible at the time to treat.  By the time he was two years of age, he had already set fire to the family cat, and by the time he was 12 he was in trouble with the law in a very serious way.

He was an only child, and the parents loved their boy deeply.  They were ordinary people,who went on a quest to help their little boy.

A child psychiatrist, who was the last of many to examine him, came to the conclusion, that this child was not suffering from any mental illness, but was born evil, and to have him institutionalized as he was harmful and dangerous to the public. Dr's who studied him, sadly agreed. The parents were advised not to have any more children.

Since the parents by this time, were financially ruined, and emotionally exhausted. they agreed with the diagnosis that nothing could be done,  and through the courts had their child institutionalized.

I have never forgotten that write up.

Some people are not treatable.  Although, I  was surprised that the psychiatrist used the word evil.
