I'm hoping someone can help me recall the name of a lady who was murdered on Burlington Beach, apparently in broad daylight, during the late 1980s or early 1990s. The details I recall are that she was supposedly murdered in broad daylight, and the police had no witnesses. The woman lived in Burlington, and frequented Burlington Beach. I believe she was in her 30s or 40s. At the time of the murder, this hit the news in a big way. A number of years ago, the Burlington Post published an article stating that it had been 10 years or so since the incident, and it still had not been solved. I'm just curious if this had been solved, and who the victim was?

I think it must be solved because there is no information about this anywhere. Women in that age group (sadly, espically if they were white and from a stable home and not in a high risk lifestyle) tend to be priorities for the media and by extension, the police.

It is not on the local police website, so I would say it is safe to assume it is solve. That said, it could also be unsolved, but the police know who did it, and he is dead or something like that meaning there is no chance to be taken to court.

Thanks for your input. All of this started when I learned a friend of mine was regularly going to the beach by herself late at night. I warned her there was a murder there once, and she didn't believe it. Last I was aware, it was unsolved. Like yourself, I was unable to find a thing....heck, I couldn't even find anything that indicated there was ever a murder that occurred. I've been a resident of Burlington my entire life, and I know I haven't lost my mind...

Her name was Francine Cote. She was a vibrant young woman that worked for a bank, she was 27. She was murdered by a man named James Otto Mcinnis. He is the same man that is serving two consecutive life sentences for Murdering my Uncle, Kenneth Martin two days after her killed Francine.

I forgot to mention it was 1988. It was a big article in the Toronto Sun I will look for it and ask family for more info as I was 5 at the time it happened.

I found articles on the murder of your uncle Kenneth and Francine Cote in Toronto Star Pages of the Past 1988 -  6 August page A20, 9 August page A21, 26 October and 5 November.  I wish I could post them - unfortunately that is not permissable by the Star.

My condolences, as late as they are, to your family.  I am a former Burlington resident and still have alot of family there.  I was long gone by 1988 - but did hear of this.

Like the articles say, it is a very safe city - then and now.  This animal was on patrol for victims, and he managed to find 2.

When i was a kid my uncle owned a bar called the "Carlanna" at Eastway Plaza at the corner of New Street and Walkers Line in Burlington. I remember telling me one day that the police came in an arrested a guy that was sitting at the bar for the murder/rape? on the beach strip...

There are three pages of google links ... all to the same news source which is (pay per view)  - this news source doesn't even want anybody copying/reproducing the abstract (as above example) however, if you read the "abstract for each link" you can peace together the unfolding story.

- Apparently this killer was quite vicious and quite "hated" in prison due to what he did to this young woman.
- Another inmate protected and befriended him to get the details.
- In 1993 the killer "appealed both cases"  - the girl on Burlington Beach and Kenneth Robert Martin, 28, of Prospect Street.  Greenspan was his lawyer.  Greenspan was seeking a decrease in the sentence saying there was no direct forensic evidence linking Ottis to the girls murder (only the testimony of the jailhouse snitch who testified that Ottis said he "tore her apart".)  but one witness put Ottis on the path to the spot the girl was sunbathing.

 
Ottis expected to get realeased earlier because he had been given a deal of a lesser sentence in exchange for a guilty plea in the killing  of Kenneth Robert Martin.  So there's a  chance this animal was let go at that appeal.  Greenspan has a way with getting things done quietly.....

Nonetheless; I recall at some point reading that Ottis was being strongly considered for a few other murders in the area too; so chances are, he lost the appeal.  We just have to dig further to find out.

On the night of Saturday, Aug. 6, [James Otto McInnis] attended a party at Annette Munro's townhouse on Longmoor Drive in Burlington, [Katherine Livingstone-Pickett] told the court.

Earlier that night, McInnis had shown a knife to a friend and on the way back to Munro's house, asked the man if "he'd ever seen anyone sliced and would he like to see someone sliced," Livingstone told the court.

Munro asked [Kenneth Robert Martin] back to her house later that evening, where a fight broke out between McInnis and Martin.

Just wanted to let everyone know my family was contacted shortly before his last parole hearing (we were going to go and read victim impact statements) he died in prison before the hearing. So a monster that took atleast two lives is 6ft under as deserved.

Thank you Jena for letting us know how this ended up. It is a huge relief to know that James Otto McInnis will never again be applying for parole.
