On June 11, 2003 members of the Winnipeg Police Service River Patrol located a human body part in the Red river. On June 16, 2003 another human body part was discovered by a member of the public near the riverbank of the Red River. 

Police undertook an investigation and both parts were sent for forensic analysis. As a result they were positively identified to missing person Felicia Solomon (aka: Valecia Solomon-Osborne), 16 years old of Winnipeg. Felicia was reported missing on April 3rd 2003, and was last seen alive on or about March 25, 2003, in the area of Sargent and Toronto Streets in downtown Winnipeg.

At the time of her disappearance she was wearing a baby blue jump suit, pink t-shirt and white running shoes. This case is now being dealt with as a homicide.

- The body parts found near and in the Red River were a severed arm and a leg.

- Felicia is the cousin of rape and murder victim Helen Betty Osborne.

- Felicia lived in the West End.

- Felicia was a student of R.B. Russell Vocational High School.

- Felicia's mother called to report her daughter missing the same day she didn't return from school, but police turned Matilda Solomon away, saying it was too early to do anything. The missing persons report wasn't officially filed by the police until almost two weeks later in early April.

It disturbing how many cases at first get almost get dismissed by police at the beginning stage, or feel the family should "wait"...unreal....

Unfortunately there are two sides to every story and who knows whose is right. Orperhaps both sides are only partially true.

I think I read somewhere that her family didn't file a missing persons report until 10 days after Felicia's disappearance but since the only quotable side in the media was Felicia's mom's story, that is the one I went with.
