Michael Desmarais was charged with first-degree murder in 1993 but police had to wait for him to serve a murder sentence in the United States first.
He is accused of killing Gordon Mills, 44, who left his home in Edmonton in 1992 to go on a sightseeing trip in the Rocky Mountains near Banff and never returned.
On Aug. 29, 1992, his body was found near Leitch Collieries historic site, east of the Crowsnest Pass. An autopsy found he had been shot.
Desmarais was released from prison in Oregon on Saturday and handed over to Canadian authorities on Monday.
He was scheduled to appear in a court in Lethbridge, Alta., on Tuesday to answer to the charge.
