I've  heard talk of file H-316 and it's existence. I've heard it could not be found. It's apparently not with the EPS but with the original investigator into allegations from women on the street, 23 in total, against 9 officers. Allegations of rape, assault, robbery and who knows what else. It's very interesting and I found it on freewebs, edmontonsk site but can't tell when it was posted.

Here's some of the article. Bad cops in Edmonton 20 years ago. I have a story that included some of these men and I heard this story from the victim herself in 1991. Media outlet manager also involved. OK, I believed her but never said anything until after hearing some things. Bob Lunney - remember the library. Bob Wosolyshyn, remember the chief forced to resign? I believe that file H-316 holds answers to many missing and murdered women. Call me a conspiracy cookoo head, but you have to read the article from the show and see there was a criminal profiler asked to look at the file. He said that RCMP have to clear up file H-316 before they can even consider catching the serial killer. Holy crap.

1983 is when Colley handed the investigation file over. That is the year Gail Cardinal was murdered, seemingly the beginning of STW's killings in Edmonton. This article says a lot of stuff that isn't said today.

Mark Kelley investigates shocking allegations that reach into the upper
echelons of the Edmonton Police Service.

A retired Edmonton police detective reveals he conducted an internal
investigation that was shut down when he named names. Edmonton city
prostitutes told him they were being robbed and forced to provide sexual
favors for on and off duty police officers. Six months later, the detective
submitted his final report. He had nine police suspects in his sight. But he
was ordered to walk away.

The revelations come just as the RCMP begins Canada?s second missing women
case. More than 80 street women and prostitutes have gone missing over the
past 20 years in Alberta ? and more than 20 bodies have surfaced in and
around Edmonton. Will these new allegations play into their investigation?

Mark Kelley explores that question and speaks to the women who made the
allegations, the detective who investigated them and the man who put a stop
to it.

WHISPERS ON THE STREET

Dawn Hodgins is searching for a friend
a prostitute who, like many others
in Edmonton, drifted into the night and dropped out of sight.

?She was my friend,? says Hodgins. ?We?re all sisters. We all share that
experience.?

Hodgins used to be a prostitute herself. These days she helps them, handing
out candies, condoms and clean needles. But now she needs help. Her search,
like the streets, is full of dead ends and dead women.

Over the past two decades, 22 prostitutes have been killed in and around
Edmonton. Many of their bodies were dumped into ditches and farmers fields
[see article].

The killings aren?t contained to Edmonton. More than 80 prostitutes are
listed as missing or murdered in Alberta [see article].

The search for their killer, or killers, is being led by an RCMP task force
called Project KARE.

Hodgins wonders why so many women had to die before police took notice:

?The cops have known that these girls have been missing for so long
They
just don?t give a shit. Until somebody, some group or some people
or the
media or whoever, forces them to take a look at it.?

But there have been whispers of something more than just bad blood between
Edmonton?s police and prostitutes. The streets are also filled with stories
of bad cops who used to work the drag more than 20 years ago.

Disclosure has uncovered some of those stories, as well as a deep distrust
of police, something which could hurt the RCMP?s hunt for a killer.

A CODE OF SILENCE?

Twenty-one years ago, Vern Colley was a young vice officer.

?I had heard rumors about - there may be some stuff going on,? says Colley.
?Until I had something concrete, they were just rumors.?

Prostitutes had made complaints about several police officers. Colley says
he was told to investigate. ?You wish they weren?t true,? he says. ?And you
prayed they weren?t true.?

Colley spent six months talking to the women. They said they?d been sexually
abused and robbed - by cops.

Colley wrote up a report and took it to his superiors. But then something
strange happened. He says he was told to drop it:

?I was told to cease and desist the file and that?s exactly what I did
The
message was: you?re messing with the wrong guys.?

Word that Colley had been investigating his fellow officers spread through
the force. Colley was shunned.

?People whom I thought were good friends,? he says, ?I?ve never talked to
them since, only because they won?t talk to me.?

It got worse. Fifteen years later, a fellow cop accused Colley of assaulting
a suspected car thief. Charges were dropped, but Colley had seen enough. He
retired in 1997 with his reputation tarnished. He says he regrets the day he
was ever handed the file.

Bob Lunney was the Edmonton police chief back in 1983.

Sadly, people think they have to protect the bad apples in order to protect the organization. I must admit, I admire the courage of people who 'out' the wrong doers within whatever it is they are a part of.

Sadly, the media continues to hammer the entire entity when this happens, but it sure is a great act of courage anyway.

I don't think he will it is held in a safe place for a reason.Maybe we should get a hold of CBC they did read the file before they did the show.

After doing some reading, and all I think this will not be released yet, as this is Vern's Life Insurance Policy, if you catch my drift. ??? ??? ???

You all know how strongly feel for the murdered/missing, around here in Edmonton. There appears more in the background, is not being talked about, unless by grassroots people, who fear for their lives.They are scared to go to the police.

Now if this don't SUCK, what does.???

So, who do WE trust? If the cops can't handle their own affairs, then how do they help ours? How do we know who to talk to, to get the message across! STW's are dying, damn it, and we need answers, and a safe place to trust, that what is  known by the gals get to the proper source? ??? ::) ::) ::) :o :o :( >:(

That is true. IT is exactly why purging undesirables from the police is important. No one should have to be worried that the people who are being done qrong by police can't seek justice.
